How to have a chicago family trip on a low budget?

My family and I are visiting Chicago this summer and how can I book a hotel anywhere near site seeing places on a low budget? Should I stay at O'Hare/Midway and take the train everyday to miracle mile/downtown? Any helpful suggestions. I was on the website a week ago, and prices have skyrocketed since then!!!
